Dear comrades:
On behalf of the Central Committee of the PCPE and its Secretary General, Julio Díaz, I would like to express our gratitude for the invitation, the PCPE’s continued participation, and the honor of sharing these momentous days of struggle. At this historic moment, imperialism is unleashing barbarism in an attempt to maintain its criminal hegemony against the peoples who are fighting to defend their sovereignty and independence, which guarantee their authentic and legitimate freedom. Seventy-six years have passed since that fateful day when NATO was officially established, a structure that, since April 4, 1949, has established lies as the basic material for constructing the edifice of terror on which to deploy its batteries of “smart weapons” that attack, kill, and murder the peoples of the countries placed in its crosshairs. But monsters also have a gestation period, and this is usually a stage that systematic work on forgetting has tried to hide in order to prevent people from knowing the nature of the beast.
Therefore, the historicity of NATO is the first fallacy of the military organization of imperialism structured to defend capitalism, that is, to continue the exploitation of man by man, as a vile representation of the mode of production that sustains the greatest ignominy that a tiny part of the human species has managed to establish as “divine truth” over the vast majority. It was precisely before the defeat of Nazism and fascism in World War II by the glorious Red Army of the USSR that imperialism began to weave its tactical-strategic plan; its enemies were not the defeated, but the USSR, which, with the Soviet army and the guerrilla forces in the occupied Nazi-fascist territories, was showing the courage of its convictions in hindering the abject plan of mass extermination that the leaders of the Nazi Party had designed. Today, those guerrillas are the axis of the Palestinian resistance against Zionism, whose people suffer from the genocidal plan that was legalized internationally in 1948. In this field, the PCPE is proud to have been in the trenches in 1936, in the laboratory that was the confrontation with the coup against the Republic, which only had the explicit support of the USSR and of the men and women from different countries who wrote unforgettable pages of internationalist solidarity. They were the INTERNATIONAL BRIGADES!
As we were saying, the plans to form what would become NATO had already been conceived by the various departments of the different US secret services that would later converge in the CIA. Military plans were being drawn up to prevent the advance of communist positions in Western European countries, mainly. It was the subsequent investigations into the indiscriminate attacks that took place in Italy in the early 1970s that revealed the CIA plot that has become known in literature as “NATO’s secret armies,” composed of fascist militants from the Italian group Ordine Nuovo, who launched Operation Gladio. The precedent had been set earlier with the imperialist intervention in the civil war in Greece between 1946 and 1949 to prevent the Greek territory from aligning itself politically with the USSR. The objective has always been very clear: to fight communism!
Therefore, comrades, NATO itself existed prior to its official establishment in 1949. How and why NATO expanded is beyond doubt, given that the initial falsehood has been accompanied by constant repetition in the breach of signed international agreements (part of the very DNA of the US since its foundation), disregard for international law, and the disappearance of the USSR. These elements help to maintain the global hegemony of US-led imperialism, which is in decline and in a state of financial bankruptcy, using war as a desperate lifeline. Meanwhile, Western political bodies have been working to incorporate their members into the military structure, NATO. While its official establishment was signed under the Washington Treaty by 12 countries (the US, Canada, and 10 Western European countries), today its membership has grown to 32. If it was not originally a defensive organization, it is not one now either, because if the USSR no longer exists, why increase its membership and expand to the borders of the Russian Federation? Why formulate AUKUS to shift its focus of harassment to the People’s Republic of China? Is China also another enemy, or the main enemy? Why is the narrative accompanied by a revisionist distortion of history that equates Nazism and communism? Why disregard Stalingrad and place Normandy as the bastion of victory in World War II? Why ignore the nearly 30 million Soviet deaths in World War II?
Comrades, despite the increase in the number of countries belonging to NATO, the reality is that its influence on the international stage of class struggle and hegemony is decreasing every day, and this is very dangerous because no empire throughout history has ever succumbed by admitting its decrepit biological condition, but has instead expressed its criminal nature in the most atrocious way: death, death, and more death!
Comrades, the main issue lies in the crisis of capitalism, which in its imperialist phase cannot maintain its main source of nourishment, the rate of profit, which is indispensable for the organic reproduction of capital. Therefore, its final and last phase, which is imperialism, requires the additives of violence and coercion from its apparatus defending its hegemony and exclusive power, NATO!
WHAT IS TO BE DONE? In the face of such human degradation expressed in mass murders (e.g., Jakarta), assassinations, deaths, hunger, malnutrition, looting, theft, sanctions, blockades, threats and attacks on nature and the environment, illegal and illegitimate occupations, coups d’état, prisons, torture, disappearances, trafficking in vital organs… Not even beasts behave in such a criminal manner!
Comrades, June 22 marked the 84th anniversary of Operation Barbarossa, when the Nazi army invaded the USSR. Some communist parties, including the PCPE, have been coordinating efforts to create internationalist spaces for the struggle against NATO and its bases. The PCPE will continue to devote its resources to the cause of internationalist solidarity, the unity of communists, and the grouping of anti-imperialist, anti-Zionist, and anti-fascist forces in order to build a workers’ and popular front for socialism as an instrument to work for peace among peoples.
Comrades, to summarize, without going into further detail, the anti-imperialist struggle is the struggle for peace against imperialist war, it is the struggle for human dignity against savagery and barbarism, it is the struggle of the collective against the bourgeois individual, of the public against the private, it is the struggle of life against death, it is the struggle for LIFE! And it is the struggle against NATO and its military bases scattered throughout the world (more than 1,000).
It is a political and ideological struggle, it is a struggle for unity and against the division of the working class and the popular sectors that create and produce wealth, it is a struggle that brings together all the struggles of all sectors of all countries, it is a struggle that does not admit traitors or “fifth columnists,” that does not debate science, the proven, the existing, it is a struggle that requires a worldwide organization, to “unite us all in the final struggle, (because) the human race is the International.”
It is a Struggle that Only Admits Victory!
