People’s Democracy Party (‘Republic of Korea’)
This document is the report presented at the 2nd Representatives’ Conference of the People’s Democracy Party on November 23, 2025.
The storm of World War 3, unleashed by imperialism, is sweeping from Eastern Europe through West Asia (the Middle East) to East Asia and the Western Pacific.
The imperialist forces sought to escalate the world war in earnest by attempting to ignite a war in East Asia―including a war in the ‘Republic of Korea (ROK)’―between September and December 2024, following the war in Ukraine in February 2022 and the war in West Asia in October 2023. Without the war deterrence and “strategic patience” of the Democratic People’s Republic of Korea (DPRK) and the heroic uprising of the ‘ROK’ people, a localized warfare against the DPRK would have broken out, a military coup in the ‘ROK’ would have succeeded, and the war in the ‘ROK’ would have erupted and immediately expanded into the war in East Asia.
As of November 2025, US imperialism is now turning the Caribbean Sea into a new theater of war. A “Second Caribbean Crisis” is emerging as US imperialism seeks to invade Venezuela.
The US forces stationed in the ‘ROK’ as an occupation army, mobilizing together with Japanese Self-Defense Forces and the ‘ROK’ army, are further intensifying and expanding dangerous nuclear war drills against the DPRK and China. In August 2023, the United States brought together the leaders of Japan and the ‘ROK’ at Camp David and effectively formed the “Asian NATO.” “Freedom Edge” in June 2024 was the practical joint exercise of these three countries.
The imperialist camp declared that the political preparations for the “Pacificization of NATO” were completed by the Washington NATO summit in July 2024, and that its military preparations were completed through joint war exercises such as “Freedom Edge,” “RIMPAC,” and “Ulchi Freedom Shield” from June to August 2024―exercises that were rehearsals for an invasion war.
The imperialist camp sought to accelerate the course of World War 3 through successive actions in 2024: the invasion of Kursk in Russia in August, the concentrated attacks on Hezbollah in Lebanon in September, and the drone attacks on Pyongyang in the DPRK in October. In the same context are the lifting of long-range missile restrictions on Russia in November, the attempted loyalist military coup in the ‘ROK,’ and the collapse of the Assad regime in Syria in December.
Contradictions within the imperialist camp are intensifying. In particular, contradictions within US imperialism have escalated due to assassinations, corruption scandals, and military mobilization orders between 2024 and 2025, creating a growing risk of civil war.
The Trump administration, in a bid to restore the declining global hegemony of US imperialism, has emphasized “MAGA” and “America First” while waging a “tariff war.” The administration finds itself trapped in dilemmas not only in the economic sphere where, as it raises tariffs, it risks weakening the dollar hegemony and driving up prices, but also in the military and political spheres.
The Joint Fact Sheet released on November 14, 2025, between the United States and the ‘ROK’ provides objective evidence that the Lee Jae-myung government is engaging in an unprecedentedly treasonous deal. The trump government is pressing the ‘ROK’ with “tariff bombs” and “unequal agreements,” coercing astronomical investments to the United States―including $350 billion. As a result, the ‘ROK’ economy is moving beyond the 2008 financial crisis toward the 1997 foreign exchange crisis, and our people including workers and peasants are enduring a “human living hell” while experiencing the world’s highest suicide rates.
While perpetrating this brigandage in the ‘ROK,’ US imperialism under Trump is also seeking to invade Venezuela. The United States aims to further enslave its colonial ‘ROK’ and turn Venezuela into a colony once again. The current situation confirms once more that invasion and plunder are the unchanging nature of imperialism, and that the United States is the chief of imperialism.
On January 15, 2024, the DPRK declared the “subjugation” line against the ‘ROK’ at the Supreme People’s Assembly. This represents another formulation of the “new way” presented in the New Year’s Address of January 2019, as well as of the phrase in the revised preamble of the Workers’ Party of Korea rules adopted at the 8th Party Congress in January 2021, which states the goal of achieving “the independent and democratic development of society on a nationwide scale.”
In October and November 2024, the DPRK made it clear once again that it had chosen the military path―strengthening its strategic partnership with Russia―rather than the diplomatic path of resuming tactical negotiations with the United States.
For our people, the Yoon Suk-yeol administration is a fascist regime, while the Lee Jae-myung administration is a traitorous one. Yet in essence, there is no difference between them: both serve as stooges and puppets of US imperialism, whether fascist or traitorous. As long as the society of the ‘ROK’ remains a colony of US imperialism, the anti-national and anti-people nature of its governments cannot change―whether they are so-called “conservative” or “democratic.”
For our people, a traitorous regime is just as much a target of uprising as a fascist one. If our people are to live independently under genuine democracy―realizing a self-reliant economy and people’s welfare―we must overthrow the traitorous regime just as we would a fascist regime, and establish a people’s government. Only a people’s government can achieve peaceful reunification.
The People’s Democracy Party firmly affirms its necessity of a powerful international militant organization that can fight against the US imperialism―which is the common enemy―and that can support the Maduro government, the anti-imperialist and people’s regime―struggling under the banner of the Bolivarian revolution―and strengthen the international solidarity with the Venezuelan people.
The People’s Democracy Party, in response to the rapidly changing situation, will urgently reorganize and consolidate our Party ranks and further strengthen and expand our close ties between the Party and the people.
The People’s Democracy Party will strengthen and develop the international solidarity centred on the World Anti-imperialist Platform, which has advanced with unwavering determination since its launch in October 2022 in pursuit of its three goals: promoting the world anti-imperialist struggle, intensifying the ideological warfare against opportunism, and consolidating the international communist movement.
The People’s Democracy Party, preparing for the urgent contingencies created by the war crisis escalating on the Korean Peninsula and in Venezuela due to US imperialism, will organize a Defense Brigade to protect our people and strengthen international solidarity. Under the banner of anti-imperialist independence and internationalism, we will continue to advance through powerful and determined struggle.
The People’s Democracy Party, guided by the theory of 21st-century revolution and its Seven-Point Program, will continue to advance and struggle unceasingly, believing in the people and relying on the people, to accelerate the anti-imperialist independence and people’s democracy of the ‘ROK’ society and peaceful reunification of our fatherland.
