The empire has developed a method of warfare it has called “Total War in Times of Globalization”,
in which the aggressor may be a state or non-state actor that plans and carries out direct or indirect, lethal or non-lethal, military or non-military activities that undermine the stability of other countries. This method has as a rule that there are no rules. Nothing is prohibited. This is how they see war in the age of globalization. Although it is less bloody, it is more brutal, and the ultimate goal of war remains the same: to force the enemy to yield to the interests of another.
Three levels of conflict are applied in this method:
1. Internal threats to political stability and sovereignty:
a. Economic destabilization and attack on the currency;
b. Coup d’état;
c. Territorial and political control through criminal organizations.
2. Generation of popular discontent:
a. To ensure that the government does not have the possibility of resolving the causes of discontent by restricting access to resources or sabotaging facilities.
b. Apply psychological warfare to confuse the people as to who their real enemy is and on whose side is the just struggle. Defeat us in the field of ideas such that the victims come to share and support the logic of their executioners.
3. Traditional or conventional warfare.
a. Maritime blockade in territorial waters.
b. Invasion of airspace.
c. Land invasion of sovereign territory.
All these modalities have been applied in Venezuela during the last 23 years, inducing a brutal devaluation of 2500% in 5 years, trying to overthrow the government through failed coups d’état in at least 10 opportunities, organizing, arming and financing criminal gangs to weaken productive zones and terrorize the population, sabotaging and affecting basic public services (water, electricity, gas, gasoline, telecommunications, public transportation), applying unilateral coercive measures to prevent the commercialization of oil and restricting the generation of wealth to solve the problems, freezing our assets abroad, developing a campaign of lies about Venezuela in the world to discredit our government and our people, a very well-orchestrated psychological campaign to induce migration of our youth, an attempted invasion by land border from Colombia to Venezuelan territory by foreign forces in an act in which the presidents of Colombia, Chile and Paraguay participated directly, with the financing of foreign forces in an act in which the presidents of Colombia, Chile and Paraguay participated directly, Chile and Paraguay with the financing of the United States of America, attempted invasion by sea by U.S. mercenaries, who were captured by the organized people and the National Armed Forces, frequent provocative air incursions, which have been repelled by our Bolivarian Air Force. And many more actions that for reasons of time we do not expose here.
What to do?
To adapt our political, military, economic and cultural strategies and tactics to successfully confront this type of war, to clearly identify who the real enemy is, to raise to the maximum the unity of the people and our Will to Struggle to confront and defeat it.
Permanently build the unity of the patriots to develop a superior popular organization in all areas, prepared for the prolonged resistance of all the people.
Territorially through the Communal Councils, a novel structure of local government exercised by the people themselves; Local Supply and Production Committees (CLAP), made up of organized people who, together with the National Government, ensure the provision of food to the most vulnerable population; development of the System of Missions and Great Missions, to meet the most pressing needs of the population in the areas of health, education, housing, labor, public services, etc. Politically, through the organization of our United Socialist Party of Venezuela, which leads the revolutionary war with the presence of grassroots structures (in every street, in every community and around every voting center), intermediate structures (in every parish, municipality and state) and the national leadership, with President Maduro at the head, and in relation to the revolutionary parties of the world.
Militarily, with a Bolivarian National Armed Force present throughout the national territory, with its own doctrine, anti-imperialist, at the service of the defense of national sovereignty, guaranteeing peace, strengthening the civil-military relationship in a permanent manner, forming a territorial militia integrated with the grassroots, capable of defending the people in each community, enforcing respect for our Constitution and establishing links with the armed forces of sovereign countries. Economically, by developing local production, adapting technologies to our needs, relying on allied countries and peoples to overcome the criminal imperial encirclement.
And culturally, with training to our people at all levels, to achieve the effective identification of the historical enemy and the threat it represents for our independence, sovereignty and for the happiness of our people, promoting as essential virtues intelligence, courage, humanism, credibility, honesty and loyalty, to achieve to act with love and deep affection towards the people, to understand their thinking, feelings and aspirations, and to always have an exemplary conduct.
All this is accompanied by the plan of struggle, which we have called the Plan for the Homeland, which contains all the necessary aspects for the construction of the new homeland, based on five historical objectives developed by our Commander Hugo Chávez:
Historical Objective No. 1: To defend, expand and consolidate the most precious asset that we have reconquered after 200 years: National independence.
Historical Objective No. 2: To continue building Bolivarian socialism of the 21st century in Venezuela as an alternative to the destructive and savage system of capitalism and thereby ensure “the greatest possible happiness, the greatest possible social security and the greatest possible political stability” for our people.
Historical Objective No. 3: To turn Venezuela into a social, economic and political power, within the great emerging power of Latin America and the Caribbean, which guarantees the creation of a zone of peace in Our America.
Historical Objective No. 4: To contribute to the development of a new international geopolitics, in which the multicentric and pluripolar world takes shape, allowing the achievement of universal balance and to guarantee planetary peace.
Historical Objective No. 5: Contribute to the preservation of life on the planet and the salvation of the human species.
AN ORGANIZED PEOPLE, A REVOLUTIONARY PARTY, A REVOLUTIONARY GOVERNMENT, A REVOLUTIONARY PLAN AND LINKS WITH SISTER NATIONS, THE PERFECT STRATEGY FOR THE ANTI-IMPERIALIST AND ANTI-FASCIST STRUGGLE IN THE BOLIVARIAN REPUBLIC OF VENEZUELA.
